If the meeting occurs, resolve YES if an authoritative publication from either the U.S. or Chinese national government, published no later than September 26, 2026 at 23:59 America/New_York, unambiguously establishes that the two governments agreed, as an outcome of the meeting or negotiations associated with it, to at least one qualifying Taiwan-related crisis-management mechanism or restraint commitment. A qualifying crisis-management mechanism must be a new or materially expanded operational bilateral arrangement explicitly applicable to Taiwan-related crises or escalation, such as a hotline, notification procedure, consultation protocol, or military-encounters arrangement. A broader bilateral mechanism qualifies if the announcement explicitly establishes its application to Taiwan-related crises or escalation; a generic communication channel does not qualify merely because it could be used during a Taiwan crisis. A qualifying restraint commitment must specify conduct that one or both governments agree to undertake, limit, or refrain from concerning Taiwan-related escalation, including defined commitments concerning military operations, deployments, exercises, transits, notifications, official interactions, or comparable conduct. The obligations need not be symmetrical: a restraint undertaken by only one government qualifies if the authoritative official account unambiguously establishes that the restraint forms part of a bilateral U.S.-China agreement. An independent unilateral promise, policy, demand, or proposal does not qualify. The baseline is all arrangements and commitments publicly announced before the September 24 meeting. General statements about peace, stability, maintaining communication, managing differences, or avoiding conflict do not qualify. Reaffirmations of existing Taiwan policies, the three U.S.-China joint communiqués, or other previously announced commitments do not qualify. Restoring or continuing an existing communication channel is insufficient unless it receives a substantively new Taiwan-related function or procedure. A definite political commitment is sufficient and need not be legally binding or implemented by the cutoff; implementation may occur later. Acceptable resolution sources include official joint statements and authoritative publications of either national government, including the White House, U.S. Department of State, U.S. Department of Defense, Chinese Ministry of Foreign Affairs, Chinese Ministry of National Defense, and other competent national authorities. One government's authoritative official account is sufficient if it unambiguously establishes mutual agreement, and silence or omission by the other government does not count as a denial. However, if the other government explicitly denies before the cutoff that the same claimed agreement was reached, resolve YES only if a subsequent joint statement or subsequent authoritative confirmation from both governments establishes the agreement within the announcement window.
